It depends what you mean by "flexing." Creating squeeze requires muscle contraction, so the answer is always yes. But, to use a rear naked choke as an example, if you mean flexing the bicep of the choke arm to pressure into their neck, no... chokes are about closing space, and it's much easier to take that space away using the pressure arm behind the head.
